Medicare Advantage Open Enrollment Period 2027: Dates and Rules

Medicare has two enrollment windows with nearly identical names, and confusing them costs people a year of coverage they did not want. The Medicare Advantage Open Enrollment Period runs January 1 through March 31. It is not the same thing as the Annual Enrollment Period that ends December 7, and it does not do the same things.

If you are already in a Medicare Advantage plan and December 7 has passed, you almost certainly still have a move available. This page covers exactly what that window allows, what it does not, and the four other enrollment periods most people never hear about.

The Two Windows People Confuse

Start here, because almost every mistake in Medicare timing comes from mixing these two up.

Annual Enrollment Period — October 15 to December 7

Open to everyone with Medicare. You can join, switch or drop a Medicare Advantage plan, move in either direction between Original Medicare and Advantage, and join, switch or drop a Part D drug plan. Whatever you choose takes effect January 1. This is the main window and the one with the fewest restrictions.

Medicare Advantage Open Enrollment — January 1 to March 31

Only for people already enrolled in a Medicare Advantage plan on January 1. You get one change: switch to a different Advantage plan, or drop it and go back to Original Medicare with a standalone Part D plan. Your new coverage starts the first day of the month after the plan receives your enrollment, not January 1.

December 7 is not the end of your options. That is the single most useful sentence on this page. If you are in a Medicare Advantage plan and you missed the deadline, or you enrolled in something and immediately regretted it, the January window is yours. It is not a loophole and you do not need a reason to use it.

The Windows Almost Nobody Uses

Two of those six are genuinely underused, and both are worth knowing about before you assume you are stuck.

1The plan non-renewal SEP. If your plan is being discontinued you get a window running December 8 through the last day of February, on top of the normal December 7 deadline. This matters enormously for the 2027 plan year, when more than a million members across the industry face plan exits. 2The 5-star SEP. If a plan rated five stars by Medicare is sold in your county, you can move to it once between December 8 and November 30 — almost any month of the year, outside any other window. Five-star plans are not available everywhere, but where they exist this is the most flexible enrollment right in Medicare. Work through these in order. Most people find they have a move available.

1Are you in a Medicare Advantage plan on January 1?

If yes, MA OEP is open to you through March 31 and you can switch plans or return to Original Medicare. No reason required.

2Was your plan discontinued?

Then you have the non-renewal SEP through the last day of February, which is a separate window from MA OEP with its own rules.

3Is there a 5-star plan in your county?

If so you can move to it once a year outside every other window, right through to November 30. Ratings vary enormously by carrier — Kaiser rates 4 stars or better on every plan it sells, while most carriers have the majority of their members in plans rated well below that.

4Has anything changed in your life?

Moving out of your plan’s service area, losing employer coverage, entering a nursing facility or qualifying for Medicaid or Extra Help all open a Special Enrollment Period of their own. Moving matters most with regional carriers — Florida-only carriers like Florida Blue cannot follow you across a state line at all, so a move out of state forces a change rather than merely allowing one.

  What is the difference between AEP and Medicare Advantage Open Enrollment?

The Annual Enrollment Period runs October 15 to December 7, is open to everyone with Medicare, and allows any combination of joining, switching or dropping Advantage and Part D plans.   Can I join a Medicare Advantage plan during MA Open Enrollment?

Not from Original Medicare. The Medicare Advantage Open Enrollment Period is for people already in an Advantage plan who want to change or leave it. Moving from Original Medicare into Advantage requires the Annual Enrollment Period or a Special Enrollment Period you qualify for.

  How many times can I change plans during MA Open Enrollment?

Once. You get a single change during the January to March window, and once it takes effect you are locked in until the next Annual Enrollment Period unless a Special Enrollment Period applies. Check the network and drug formulary carefully before you submit, because you will not get a second attempt.

  When does coverage start if I switch during MA Open Enrollment?

The first day of the month after the plan receives your enrollment. So a change made in January generally starts February 1, and one made in March starts April 1. This is different from an AEP change, which always starts January 1 regardless of when in the window you enrolled.

  Can I get a Medicare Supplement during MA Open Enrollment?

You can apply, but it is not guaranteed. Outside your initial six-month Medigap window or a specific guaranteed-issue situation, most states allow insurers to use medical underwriting and decline you based on your health. Returning to Original Medicare is the easy part; getting a supplement to sit on top of it is the part that is not automatic.

  What if my plan was discontinued?

You get a Special Enrollment Period running December 8 through the last day of February, which is separate from MA OEP and has its own rules. Losing coverage this way also opens a 63-day guaranteed-issue right to buy certain Medicare Supplement policies without health questions, measured from the day your coverage ends.

  What is the 5-star Special Enrollment Period?

If Medicare rates a plan in your county five stars, you can switch into it once between December 8 and November 30, outside any other enrollment window. Five-star plans are not available in every county, but where one exists this is the most flexible enrollment right available and very few people use it.

  Can I change my Part D plan during MA Open Enrollment?

Only as part of leaving a Medicare Advantage plan. If you drop Advantage and return to Original Medicare during this window, you can add a standalone Part D plan at the same time. If you are already on Original Medicare, you cannot change Part D plans between January and March — that requires the Annual Enrollment Period.

  What if I miss every enrollment period?

Your current coverage continues as it is, and the next window is the Annual Enrollment Period beginning October 15. Before assuming you have missed everything, check whether you qualify for a Special Enrollment Period — moving, losing other coverage, entering a nursing facility, or becoming eligible for Medicaid or Extra Help all open one, and they are more common than most people realize.
